Several weeks before the November election, I met with my boss about becoming the Coordinator of Marin County's implementation of the California Children and Families Act if it was approved by the voters. I was the Marin County Health and Human Services Department's Resource Development Administrator, and it seemed logical that I would be the one tasked to construct a plan. With her support, I read the original initiative which placed the issue on the ballot, the ballot materials, and all of the articles I could find in the SF Bay area's newspapers.
On the morning after the election, I arrived at work and went to see her. I told her how much I appreciated the opportunity to step into this new role, and that it would take us into strange new adventures. I heard in her that day the support I would need to take the risks necessary to succeed.
Proposition 10, the California Children and Families Act, established a vision of a Statewide and 58 local independent commissions, governed by a broad array of parents and professionals who allocated millions of new dollars based on community-designed strategic plans.
It just wasn't too clear about how to get started.
